Teens can start the classroom course at 14 years old. At 15, they can apply for a learner license once they finish the required classroom course and get their driver education certificate. By Texas state law, a teen must hold their learner’s permit for a minimum of 6 consecutive months before they can take the final road test.
The educational components can be finished within those 6 months:
• The classroom component requires 24 to 32 hours.
• The in-car instructional phase requires 14 hours (7 hours driving, 7 hours observing).
• The separate behind-the-wheel log requires 30 hours of practice (at a maximum rate of 1 hour per day).

To take the official road skills exam, the applicant must present the following paperwork:
1. A valid Texas Learner License (held for at least 6 months).
2. A printed Impact Texas Teen Drivers (ITTD) certificate (must be dated within 90 days of the test date).
3. The official Driver Education Completion Certificate (Form DE-964 provided by the school or parent course).
4. The completed 30-Hour Behind-the-Wheel Driving Log (signed by a parent or legal guardian).
5. A valid high school Verification of Enrollment (VOE) form signed by the high school administration.
